应该asked吧,这是一个状语从句,应该用非谓语的,逗号是不能连接两个主句的,所以是从句

这儿是时间状语从句中省略主语~~~~完整的是:People usually say no when (someone) asks whether they are superstitious.(理论上这么解释.....我咋觉得应该是用asking作动名词充当主语捏..?)

因为后面有usually，所以用一般过去时，因为后面用的people，所以不能用being asked 如果想用的话后面用they
